Registrar Officer

Job Description:

Reports to:                                      The Assistant Director in the Corporate Secretary’s Department

Responsibilities:

  • Provide strategic leadership, guidance, and day-to-day support to two Registrar Administrators with distinct regional mandates.
  • Develop, implement, and assess policies, procedures, and action plans related to eligibility and customary adoptions within the NEO.
  • Establish performance goals, track key metrics, and promote a culture of accountability and excellence.
  • Oversee operations to ensure records and processes meet confidentiality standards and comply with all applicable regimes.
  • Ensure the accurate, efficient, and confidential management of enrolment and customary adoption records.
  • Work collaboratively with senior leadership and community stakeholders to enhance enrolment services and initiatives.
  • Lead and oversee training initiatives to support team performance and consistency.
  • Represent the NEO at inter-regional and inter-governmental tables on both general and case-specific matters.
  • Support strategic modernization efforts that align with organizational goals and long-term vision.
  • Provide informed recommendations on operations and policies to guide strategic planning and action plans.
  • Be available to travel, as requested.
  • Perform other related duties within the scope of the position or as requested by supervisor.

Qualifications:

  • Secondary school diploma (high school) or a combination of relevant education and experience.
  • Minimum of three (3) years of relevant experience.
  • Previous experience in management or project coordination.
  • Proven ability to lead teams and oversee operational activities.
  • Experience developing and implementing policies, procedures, or action plans.
  • Knowledge of Inuit culture, history, and the James Bay and Northern Quebec Agreement (JBNQA).
  • Ability to speak Inuktitut required; writing in Inuktitut is considered an asset.
  • Demonstrated ability to provide vision, direction, and hands-on operational oversight.
  • Strong communication skills and organizational abilities.
  • Comfortable balancing strategic thinking with daily management responsibilities.
  • Motivated to improve systems, empower teams, and support long-term autonomist objectives.
  • Security clearance is required.
