CHIEF RETURNING OFFICER

Job Description:

Makivvik Corporation is a non-for-profit entity created pursuant to the James Bay and Northern Québec Agreement (JBNQA) to represent and promote the interests of Nunavik Inuit at political, social and economic levels.  Makivvik Corporation is governed by a Board of Directors composed of:  (i) 16 members who are elected in each Nunavik Inuit Community;  (ii) 5 Executive Directors who are elected at large by all Inuit beneficiaries of the JBNQA; and (iii) one Nunavik Youth Representative elected by General Annual Assembly of Members.  Makivvik is seeking for an independent Chief Returning Officer who will be responsible to oversee the electoral processes for the Community and the Executive directors.

Responsibilities:

  • Organize and supervise the elections of Community and Executive Directors to the Board of Directors, in accordance with the Makivvik Charter and its By-Laws;
  • Take the measures necessary to ensure that such elections are carried out in conformity with the procedures contemplated by the Charter and its By-Laws;
  • Appoint one or more assistants to be designated as assistant returning-officers to assist him/her in his/her duties;
  • Coordinate with all the communities the election processes at the local level;
  • Ensure that the Campaigning provisions of the By-Laws are being followed;
  • Duties include publication of notices, reception and verification of candidates nomination forms, establish polls, ensure votes are counted in conformity with the By-Laws, proclaim the election results, order recount of votes when required, etc.
  • Work in collaboration with the Legal Department and the Corporate Secretary Department;
  • All other duties required to ensure the Makivvik election processes are carried out in accordance with the Makivvik Charter and its By-Laws.

Qualifications:

  • Experience in coordination of elections or other similar processes;
  • Bilingual (Inuktitut/English);
  • Knowledge of Makivvik and its functioning is an asset;
  • Ability to work with tight deadlines.
